Sheptytskyi and the Community on the path to Just Transition
Development Strategy of the Chervonohrad Territorial Community until 2027
The activities of the MI “JTA” must necessarily align with the measures outlined in the Development Strategy of the Chervonohrad Territorial Community until 2027, which was developed by the Sheptytskyi City Council and covers the most important development factors for the administrative centre and the community’s settlements. Accordingly, the Agency’s projects must take into account the community’s interests across various spheres, not limited only to those directly addressing the challenges of the transition from the coal industry to the green economy model. The Strategy focuses on activities aimed at implementing the transformation of the coal sector, intensifying international and cross-border cooperation, developing sports and agro-tourism in the north of the Lviv region, increasing investor interest in the community (including in green energy development), promoting interest among IT specialists in starting businesses in the Sheptytskyi and community, developing infrastructure for servicing electric vehicles, a comprehensive approach to the development of rural areas, etc.
Action Plan for the Just Transition of the Coal Microregion until 2030
The Action Plan for the Just Transition of the Coal Microregion until 2030 provides for the implementation of 47 projects with a total value of over UAH 10 billion. The main areas include:
- Energy transition and clean environment (14 projects valued at UAH 3.1 billion);
- Creating a new competitive regional economy (14 projects valued at UAH 6.3 billion);
- Social adaptation and support for local communities (19 projects valued at UAH 617 million)
Considering this regional Action Plan, the Agency must take into account the strategic vision for activities, which is approved at the regional level and supported by international partners, in particular the Federal Ministry for Economic Affairs and Climate Action of Germany (BMWK). This cooperation enables the effective achievement of all just transition goals for Sheptytskyi and the community.

Just Transition Action Plan for the Chervonohrad City Territorial Community until 2030
The Chervonohrad City Territorial Community, with its administrative centre in Sheptytskyi, is a pilot coal region in Ukraine currently undergoing a key stage of transformation, supported by international partners to ensure a successful transition. The developed Just Transition Action Plan until 2030 is a comprehensive strategy to overcome the challenges associated with the decline of the coal industry and the consequences of the war. The document outlines a path towards a diversified, innovative, and low-carbon economy, relying on modern social infrastructure and energy-efficient systems. Priorities of the Plan include improving the state of the environment, developing green energy, and ensuring a socially just transition for all residents, particularly for former coal mine workers and their families. Prepared based on thorough analysis and community engagement, this Plan lays the foundation for a resilient, inclusive, and sustainable future for the Chervonohrad Urban Territorial Community, set to become a reality by 2030.
Therefore, the team of the MI “JTA” must take into account the provisions of the Plan and the measures outlined within it, ensuring its activities align with the community’s expectations and are directed towards its most effective possible development.
