The Municipal Institution “Just Transition Agency” in Sheptytskyi is a specialized entity created to support deep economic, social, and environmental transformations in a community historically shaped by the coal industry.
The Just Transition Agency of Sheptytskyi – the administrative center of the Chervonohrad Urban Territorial Community – is an institution helping the community navigate the path of change from its coal past to a sustainable, industrial future. We work to ensure the transformation becomes not a challenge, but a chance for residents, businesses, and young people to create new opportunities, build the economy of the future, and secure a high quality of life within their community.

Why is this important?
For decades, Sheptytskyi was a coal city. Mines shaped the labor market, social policy, and local identity. But global and national challenges are changing the rules. The coal industry is gradually declining, and with it, the community needs new purpose, jobs, and a future. The transition away from coal mining to a new economy is inevitable. And it is crucial that these changes are just—meaning they consider people’s interests, provide support to miners and their families, and open new opportunities for youth, businesses, and the community as a whole.
Why was the Agency created?
The Agency was established to provide systemic support during the transition process. We help plan and implement the changes that make Sheptytskyi a place where people want to live, work, and grow. From attracting investors and developing the industrial park to supporting youth and promoting tourism – we help the community find a new economic and social equilibrium.
Our approach is based on dialogue with all stakeholders: government authorities, businesses, international partners, and local residents. We are convinced that only together can we build a sustainable future for the community.

To facilitate the transition of the city of Sheptytskyi and the entire Chervonohrad Urban Territorial Community from a coal-based economy to a modern industrial development model, establishing it as the industrial heart of the Lviv region – through the implementation of a just transition, support for businesses, development of human capital, and attraction of investments.
